Here is our advice:

In Japan under the current regulations of immigration, foreigners can not get working visa just because they have Japanese caregiver license (except Kaigofukushishi license obtained thru studying 2 years at a college or vocational school) or they are registered caregivers in their home countries. Having Japanese caregiver license and working visa have no relation to each other.

So, if you are in the Philippines or in any other countries and not married with Japanese or if you are not Japanese descendant, then right now under the laws and regulations of Japan it is difficult to obtain working visa or working permit in Japan to work as a caregiver. (If you can get working visa by any other means, then you may come to Japan and study for the license by taking all schooling style caregiver courses of about 2 months period.)

If you can not get working visa, the only realistic chance to work as a caregiver in Japan is to apply for new Technical Intern Training Program(TITP) which may start in 2016 or early 2017.

The new TITP will accept/hire foreign caregiver candidates into nursing care facilities at the earliest sometime in 2017.

To apply to the coming new Japan's TITP (Technical Intern Training Program) for caregiver job, I repeat that N4 of the JLPT will be required. Some trainee recruiting agencies/companies will provide you a training of Japanese language in your country for free of charge. But they can not guarantee N4 of the test. YOU MUST STUDY HARD TO ACHIEVE N4! When the time comes, we will inform you of reliable agencies in our facebook.

Again, please understand that under the current Japan's laws and regulations, foreigners living abroad can not obtain working visa as a caregiver unless they are married with Japanese or they are Japanese-Filipino descendants or get trainee visa for new TITP.

Explanation of Japanese-Filipino Descendants:
Offspring (descendants to the 3rd and 4th generation) of Japanese nationals who went to the Philippines before the war and remained there after the war, and offspring born between Japanese-Filipino unions after the war, are entitled to a long-term resident visa that allows them to work without restriction as to content.
